The UK government's LDES policy framework aims to provide price stability for projects through its innovative "cap-and-floor" mechanism, designed to incentivize investment in energy storage solutions capable of addressing the intermittency of renewable generation. Unlike short-duration storage, LDES systems can deliver sustained power output for eight hours or longer, playing a critical role in grid balancing and energy security during extreme weather events.
Yet the policy's implementation faces scrutiny. The first procurement window's proposed scale (2.7-7.7GW for 8+ hour systems) and the dominance of lithium-ion battery energy storage systems (BESS) among qualified projects (representing 70% of submissions) have intensified industry discussions.
During the "Driving LDES Forward: Golden Time for Investment?" panel at the 2026 London Energy Storage Summit, hosted by Solar Media, prominent developers and technology providers overwhelmingly cautioned against excessive initial procurement.
Nick Provost, Sales Manager at Trina Storage, articulated measured optimism: "While the cap-and-floor design provides necessary investment certainty, oversizing the first procurement risks unintended consequences. Early cost inflation could burden consumers, while locking in excessive capacity might stifle innovation. We recommend 2-3GW as an optimal starting point."
Brian Perusse, UK & Ireland Managing Director at Fluence, advocated incremental growth: "Frequent, smaller procurements would better allow market adaptation. I'd prefer recurring 3GW allocations over an immediate 7GW commitment, enabling continuous learning while minimizing risk."
Bex Sherwood, Development Lead at Field, highlighted technological considerations: "Current policy focuses on intraday needs, but longer-duration solutions for weekly or seasonal storage remain immature. We must preserve space for emerging technologies that could better address future requirements."

The priority should be replacing shorter-duration projects in grid queues.
